Primary Frequency Control and Inspection Tests
Within the framework of Electricity Market Grid Regulation and Ancillary Services Regulation, primary frequency control tests are required to be applied at 50 MW and above generation facilities. The legal entities engaged in generation activities are obliged to provide primary frequency control reserve amount continuously at the level of participation rate of the total installed power of the generation facilities having the specified qualifications at least in the name of primary frequency control. The primary frequency control participation rate is applied as 1.00% regarding the latest updates.

During the Primary Frequency Control Performance Tests, besides the following values ​​according to the unit type, the values ​​required by the test team are measured and recorded:

  • Aktive Power Output (MW)
  • Network Frequency
  • Simulated Frequency
  • Valve Positions
  • Steam Pressure
  • Steam Temperature

Secondary Frequency Control and Inspection Tests

In accordance with the Electricity Market Grid Regulation and Ancillary Services Regulation ANNEX-4.B, secondary frequency control tests are required to be performed at generation facilities of 100 MW and above. In order to monitor and manage the amount of production in production plants, these tests carried out by simulation of Automatic Generation Control System (AGC) located in TEİAŞ National Load Dispatch Center (MYTM) aim to keep the system frequency at the desired level. Data communication is carried out with the Remote Terminal Unit (RTU) which is in the interface with AGC program in MYTM. The data in the plant is monitored and controlled. This locally performed operation is actually a one-to-one simulation of a remote power plant.

The information received includes Unit / Block Active power generation values, system frequency values, automatic-manual operation position information.

For the purpose of control, the desired load value is sent as the SET value to the unit / block operating unit and it is observed whether the plant can respond to this request is analyzed and reported.

Reactive Power Control Support Performance and Synchronous Compensator Performance Tests

At each point between the rated output power and minimum stable production levels of the reactive power values ​​corresponding to 0.85 power factor with low warning and 0.95 power factor with low warning, all licensed generation facilities with an installed capacity of 30 MW or more connected to the transmission system and all licensed generation facilities connected to the distribution system participation in the service is mandatory, as necessary, accessible. If the system operator decides, licensed generation facilities connected to the transmission system with an installed capacity of less than 30 MW will also participate in reactive power control.

Reactive Power Control Support tests should be applied to the production facilities which are obliged to provide Reactive Power Control service.
